firm has long represented the State Legislature as a whole and the
Assembly and Senate separately in decennial redistricting work and
litigation involving the privileges and responsibilities of the
legislative branch. The firm has
also represented numerous executive branch agencies, including the
Governor's office, the State Department of Education, and the State
Controller.
The
firm represents numerous state and local entities on matters
including conflicts of interest, the powers of county officers, local
taxing authority, open meeting and public record laws, and election
law. Our representation of
statewide and local officeholders involves
campaign and conflict of interest advice, major litigation and defense of enforcement actions
brought by the California Fair Political Practices Commission, the Attorney General, and local enforcement agencies.
For
many years, the firm has been extensively involved in state and local
ballot measures, referenda, and recalls. In addition to drafting
ballot measures and advising ballot measure committees, the firm has
represented numerous clients in ballot measure litigation, including pre-election and post-election
challenges and litigation over the form and content of petitions and ballot
arguments. The firm has
both defended and challenged
statewide and local initiatives.

California Teachers Association, the California School Boards
Association, the State Superintendent of Public Instruction, the
State Department of Education, Oakland Unified School District,
Alameda Unified School District, and charter schools, in public
policy, school finance, and constitutional litigation at both the
trial and appellate levels in state and federal courts. We also
represent individual school districts in similar matters.
The

and public clients on matters involving freedom of speech and other
First Amendment issues, including campaign finance, the right of access to public
documents and court records, and the defense of libel, slander, and
other defamation claims.
